Since 28 June 2025, the European Accessibility Act (transposed into French law by Act No. 2023-171 of 9 March 2023, known as DDADUE) has been fully in force. E-commerce websites, banking services, transport platforms, public services, and B2B services above certain staff and turnover thresholds must now be accessible in accordance with the RGAA 4.1 / WCAG 2.1 Level AA standards.
ARCOM is the supervisory authority. Administrative penalties are applied at two levels:
- up to €25,000 per breach for declaratory obligations (publication of the accessibility statement, multi-year plan, and reporting mechanism);
- up to €50,000 per breach for substantive obligations (effective accessibility of the site in accordance with RGAA 4.1 / WCAG 2.1 AA).
